We had a case before. The problem is the VPN client and server are using the same IP range. Changing the Client IP to different range fixed the problem.

Best way to resolve it is to configure the NetScaler to pass the client’s original IP address to the VPN server. Just solved this problem on a similar setup. The problem (in my case) is that the 2000/XP-machines are not able to do the ipsec/l2tp-connection because either end is being NAT'ed.
